This is some REALLY good looking DVD stuff. I mean, it looks like out of a BD (why can't all of them look like this on DVD...)
It all depends of original source and transfer. Films and classic film-based animations where scanned in early digital days on low resolution scanners for DVDs, so image may look really bad sometimes. Most DVDs where made for analogue TVs so video signal is interlaced, this affects quality as well. New HD and 4K film scanners capture way better quality from same film source, so Blu-ray source even downscaled to same size as DVD will always look way better. P.S. I also found this clip on Blu Ray, but it was just a upscale from same interlaced source as DVD. Only waste of space.
