The quality of the source was pretty bad. Obviously starved causing heavy blocking and broken lineart, forced full range values despite having no actual information that exceeds legal ranges, starved and discolored chroma, and many more issues. Interestingly enough, I do believe that this OP was originally handled in full range during production, but then clamped to limited range, and converted back to full range again after for some inane reason. Sadly, we'll never know for sure. Oh well. Filterchain includes fixing the over- and undershoot first. It didn't go the full full range, but it did overshoot by quite a bit, so I fixed that first. If you see any color differences between this encode and others, this is why. Then came descaling. I also re-upscaled it after since no matter what I did, I couldn't get it to look nicely at its native resolution of 720p. Even FSRCNNX didn't seem to do the trick. Afterwards I forcibly aligned the chroma better with the luma, fixing its greyish tint around the edges. That was then followed by a fairly weak denoise, a bit of deringing to fix up the broken-up lineart caused due to starvation, and then generic deband and graining. Overall I'm not entirely pleased with the encode, since there's still too much starvation. Maybe one day I'll revisit it, but that won't be anytime soon.
