For some reason Media Blasters telecined a perfectly good 24p source to get what you see in the BD screenshot (or the Japanese licensor provided them with interlaced masters). Netflix used the same remaster but it's correctly in 24p: https://nyaa.iss.one/view/1107910 Perhaps they wanted to add English credits onto the OP & ED since those have duplicated frames and are not telecined. The creditless versions of the opening & ending are telecined just as the episodes are.

I'm sure the licensor provided them with 60i/59.94 masters probably intended for OTA broadcast. So it's likely the indicated metadata of original framerate is correct as far as Media Blaster's masters goes. Trust me, I also did a test encode of the BD with detelecining/IVTC to 23.976 and it was no better at all. Any telecine judder or dup frames are baked in here.
