By comparing the SELECTA GOA and the REMASTERED GOA releases, at first I noticed that english subtitles were appearing latter in the SELECTA: exactly 10 frames later, from a visual reference.
The video track of the SELECTA release is shorter by 10 frames compared to the REMASTERED (at the very beginning, before the Madhouse logo appears).
From what I understand, the result of this is that the video is desynchronized with both the sound track and the first english subtitles track.
This can be seen at 05:10, when a can is being thrown on Mima on stage. The can hits the ground but the sound occurs latter.
Once aware of this, one can realize that every spoken dialogue is heard latter after the lips start to move.
At this point, soundtrack and first english subs seem to be synchronized.
The second english subs (which is closed captions) is timed differently compared to the first. It seems to appear earlier, thus being more synchronized with the video (still, I cannot say if they are sync'ed as they should be).

The video track of this release is attractive. It keeps the details and the lineart of the 2013 master. In REMASTERED, dark areas are darker, for more contrast overall. In SELECTA, dark areas remain the same but medium and highlights are brighter, making the image crispier, with more vibrant colors. In Dogway's release, the picture is more saturated, especially in the red, which modifies the color balance. Here in SELECTA the result is more subtle (it is more green compared to Dogway which is too much magenta).
The downside is that compared to REMASTERED, there is more edge noise. I don't know if it is because of the way the source is encoded or the bitrate of the SELECTA being lower whereas it has more grain...
