It took me a while, but I figured out the timing issue. The subtitle track has two lines that are offset to 3 hours and 16 minutes when they should be offset to 0 hours and 23 minutes (the seconds and microseconds are correct)
Find the following lines:

Dialogue: 0,3:16:49.79,3:16:52.58,Subtitle,,0,0,0,,Caption Who Doesn't Want to Be Her?
Dialogue: 0,3:16:52.58,3:16:54.96,Subtitle,,0,0,0,,Our Last Member is a Huge Star!
```
And replace them with:

Dialogue: 0,0:23:49.79,0:23:52.58,Subtitle,,0,0,0,,Caption Who Doesn't Want to Be Her?
Dialogue: 0,0:23:52.58,0:23:54.96,Subtitle,,0,0,0,,Our Last Member is a Huge Star!
```
using what software do you suggest making these changes? Nevermind, exported the subs with Aegisub, deleted the offending lines, and remuxed with mkvtoolnix... a bit annoying, but not very time consuming... (actually the lines mentioned above are TRIPLED within the subs... you can just delete these, rather that re-timing them, and you can delete the other extra copy as well, it just "flashes" a brief moment at the very end of the video, to no purpose.
