I agree. Geez, why not just do it like Naruto with filler arcs instead? That's much more interesting than one filler with a recap or other stuff. They did that in the beginning with many interesting filler arcs. The G-5 arc was one of the best examples.
Because Toei is one of the most lazy animation studios of all time. Studio Pierrot is not much better, at least when it comes to Naruto Shippuden. The fight between Naruto and Pein/Pain was the most ridiculous shit we've ever seen. Did the trainees do this without help from above? They did not bother to fix this, even on a BD release. Companies are all too greedy and make poor decisions.
Not to mention the movies from these bigger series.
We don't get what we want to see, sadly.
