The JP subtitle has its "Track enabled" flag set to "No". This makes the subtitle hidden and can't be displayed on some media player.
Some player like VLC still shows the subtitle, but this is actually the wrong behavior and doesn't correctly follow the Matroska specification.
To fix the video, use MKVToolNix and use its Header editor to change the "Track enabled" flag to "Yes".
