Shikao Suga is the name of a songwriter who has written songs for a number of anime. The "shika" part of his name sounds like "deer" in Japanese, which is why Yama uses it. He also references Count Down TV, an extremely long running and well known late night music show. It's worth mentioning that GRe4N BOYZ, performer of Senkou Hayabusa, the show's theme song, had a hit in 2008 that remained in the top slot for two weeks.
