I've done this encode as an experiment only. (However, it turned out quite well)
One important thing to note: decoding and playing x264 content at 60fps requires some serious power(especially at 1080p), if you find any motion consistently jerky it is because your setup is not powerful enough to play it.
Something else to note: When I was testing the 1080p@60 encodes, some of them did not play smoothly with CoreAVC using CUDA (This was with an Nvidia GTX 570), but played fine when I used FFDShow.
Keep in mind, the differences between this and any normal frame-rate files you have can be best seen on larger screens such as TVs with their own true motion/judder filters turned off. In many cases these software based interpolations will win when compared to the hardware implemented on the one on your high end TV.
Although interpolating frames like this is still far from perfect, I believe the pros out-weigh the cons for folks who want their anime to be more immersive. Just don't be suprised if you see some artifacts here and there.
If there is enough positive feedback I may look at putting up some actual episodes done like this later on. (Although it may be of an unrelated anime.)
How did I make this 60fps?
-I used Avisynth plugins, SVP DLLs, and a home brewed script.
